If we are talking about the speech by the Green Party peer then I initially thought the same but I think the whole quote got misunderstood, the press ran with it and before anyone knew it, there was the headline that "all men should stay indoors." There was actually some sarcasm in the speech that you wouldn't have picked up unless you listened to it. She was merely pointing out the irony that police were asking women to stay indoors for their own safety and therefore be punished even further for the actions of a very small section of society.
I think the police were caught between a rock and a hard place as at the time they arrested this nutter they probably weren't sure if they had the right person therefore, they might possibly open themselves up for further criticism if it turned out the killer was still on the lose.
Would be interesting if his wife or partner had any involvement in all of this as has been speculated.
The whole thing is terrible. Some f***ing right psychos out there.
