The President has the power to wage a war deploying limited militia within a certain period. That was Obama's defense of his intervention in Libya.
If we're talking about a full-fledged war, or a nuclear strike, a President doesn't have that power. The Congress must pass such an intervention.
He (+ Pompeo) assassinated a senior Iranian general in January in hopes of starting a new one. Had it not been for Covid, there'd probably be thousands of troops sabre-rattling on the borders of Afghanistan or Iraq right now.
He's still waging all the current wars though. Just because he signs off decisions based on 5-page briefings with lots of pictures, doesn't mean he isn't still the person with ultimate responsibility.
That was intended to show Iran that the US can find any of them and kill them remotely whenever they like.
Iran were causing problems in Iraq. That guy was leading it. He paid the price.
They had that little pop gun retaliation and the US saw it for what it was;- something to save face in their own country.
