Would wait until he plays a season at least.
Given that Tierney himself is yet to play a season at least, doesn't this statement effectively contradict itself?

Unlike Head Coaches, Managers combine their job of as coach with Technical Director or even Director of Football. AW was Arsenal's last Manager. He lost his managerial powers the season before his departure during a power struggle with Gazidis.
Unai Emery was signed as Arsenal's Head Coach and, thus, had no final say on recruitment. At most he could make a recommendation, with emphasis on recommendation. The same currently applies to Mikel Arteta.
Arsenal have opted to share the responsibilities of a Manager between a group of people not only to share the workload, but also to prevent one individual from becoming too powerful, like was the case with AW.
All Managers are Head Coaches but no Head Coach is ever a Manager.

Arsenal would risk breaking Premier League integrity agreement over William Saliba
The young French defender's loan spell at Saint-Etienne will officially come to an end on June 30, and that had raised hopes that he could play for the Gunners in July
Arsenal would be risking the wrath of their fellow Premier League clubs if they were to use William Saliba before the end of this season.
The Gunners are reeling from the news that centre-back Pablo Mari will be out for the rest of the campaign with the ankle injury he sustained in Wednesday night's 3-0 defeat at Manchester City.
To make matters worse, David Luiz - who replaced Mari at the Etihad Stadium - is now suspended for the next two matches at Brighton and Southampton after he picked up his second red card of the extended season in the loss at City.
That leaves Shkodran Mustafi, Sokratis Papastathopoulos and Rob Holding as the only available senior defenders for Mikel Arteta ahead of a period which could make-or-break Arsenal's attempts to qualify for Europe.
Some Gunners fans had been hoping that 19-year-old defender Saliba could be added to that mix, especially as the Ligue 1 season has been curtailed.
The exciting teenager signed for the Gunners from Saint-Etienne for a deal that could rise to £27million last summer, only to immediately return to his former club on loan to pick up more experience.
Saliba's loan contract was initially in place until June 30, but with Ligue 1 cancelled in April he returned to London Colney to train with his parent club.
FIFA rules state that he was never going to be allowed to play for Arsenal before June 30 as he was still technically away on loan, but an agreement struck between Premier League clubs as they discussed 'Project Restart' means that the Gunners won't be able to call on him past July 1.
Arteta's side face Norwich City at the Emirates Stadium on that date, before going on to play six more Premier League fixtures before the end of July, while they could also still be in the FA Cup.
Clubs agreed that fielding players who had returned from season-long loan deals should be prohibited as it would damage the sporting integrity of the remainder of the season, although this could be reviewed in 'exceptional circumstances'.
With three senior centre-backs fit and available for Arsenal and Luiz back from suspension before July 1, this wouldn't appear to be the case at the moment.
Saliba is set to train with the Gunners for the remainder of the campaign, but won't be available to play until the 2020/21 campaign.

When is the final?

Mikel Arteta says there is no update on how contract talks are progressing with striker Pierre-Emerick Aubameyang, whose current deal expires next year.
The Arsenal boss also says defender William Saliba's loan at Saint-Etienne will be extended so he can feature in the French Cup final against Paris Saint-Germain next month.
“He needs to stay there. We have an agreement with St Etienne," said Arteta.
"He has earned the right to play in the final should the manager want to do that. We have to give him the opportunity to do that
“I know how the high the expectations are big around him, but we have to take bear in mind the age that he’s at, and what he’s done in the past.
"I’ll make sure we create the right environment for him so he can keep growing as a player.”

William Saliba deprived of the final by Arsenal !!
AS Saint-Étienne was pleased to learn yesterday Tuesday that Mikel Arteta, Arsenal coach, was ready to leave William Saliba at the disposal of the club until the final of the Coupe de France, July 24 next. William Saliba had been training for several days with Claude Puel's group and was obviously very enthusiastic about the idea of finishing his course in Green with such a match. Alas, ASSE, which simply wanted the extension of the initial loan until July 24, could not find an agreement in the evening with Arsenal to allow the defender to properly prepare and play this meeting, the English club imposing absolutely unacceptable sports and financial conditions.

Mikel Arteta on Saliba: “We have an agreement with Saint-Etienne. He needs to stay there. He has been there all year. He has earned his right to play in that final if his manager wants him to do that. We have to give him the opportunity to do that, to enjoy that.”
