Er....he didn't leak it? It was sent by a highly secure email account directly to the foreign office, again, his job.
I know he himself didn't leak it but did he do anything incompetent that it was leaked? sending something like that to the "foreign office" should only be sent to one individual.
Especially if your going to use language like that, you don't send that to multiple recipients.
Youre misunderstanding what happened here. He hasnt just gone "send to all megalolz"
He sent it to his superior, either the foreign secretary or more likely the head of the diplomatic service. Someone with a very high security clearance, eg a Personal Assistant or similar, has taken upon themselves to leak it despite being trusted with sensitive information.
Surely then charges should be being pressed on the individual, I'm not sure how people have access to each others email accounts but whatever.
Either way the whole thing is an embarrassment, and we as a country are doing this act on a regular basis.
We're embarrassing ourselves in Europe, embarrassing ourselves in America.
Its just not good enough.
