We don't.

City and Liverpool are nearly 40 points ahead, we're not overturning that deficit in one season.

But to make a start it's imperative we win the EL, if we don't get that CL money we're done for.

^Leicester has shown that it can be done. More specifically what do we need to do to put ourselves in the best position to win it given all the limitations

I know we suck, but it's a bit harsh to make us more than 10 points worse than we are.

But this was an exception rather than the rule. How often has this happened throughout Premier League history?

Also, they won the league with 81 points. There's no way that point total will be close to win the league for the foreseeable future when you have Pep managing City and Klopp with Liverpool.

To answer the OP: I don't think we should be expecting win it for a long time. We are a long, long way away.

Not only will we need serious investment in this squad, which will not happen to the level we need with this self-sustainable model, we will need to reach a consistency level that is unprecedented in our entire history. We will need better infrastructure too, in terms of coaching, in terms of the ambitions from our board and manager, in terms of the ruthless winning mindset that needs to be instilled into players which we are lacking.

If we are to continue in our current format, then we need to realise football nowadays is all about money. We will need a few seasons of consistency back in the Champions League, to get that stability back, get additional income and build the squad on from there. After a few years of this happening, then we can think about challenging for the league.

Even then, it will be hard to do with an entire gulf state subsidising City (and they have been able to circumvent FFP rules without being punished), Chelsea under Abramovich, the commercial powerhouse that is Manchester United (they are shocking right now, but they have the money to attract top players), Liverpool rising from the ashes to be a force again and even Spurs will get more money from their new stadium and sponsorships.

We also need to be wary of the likes of Wolves, Leicester and Everton as well, all of whom have owners that have committed to spending money and are looking to improve their team each season...

So our focus should be to get back into the CL first and not risk dropping further down the table.

Once establishing ourselves as a regular CL side, then we can look to make further strides forward.

It will be a very long process though.

Aberration.

Multiple top clubs needed to rebuild and had changed head coaches that summer.

Yhprum's Law had to happen to Leicester for them to win that season, and it's unlikely to happen again for a long time.

A centre back is the biggest thing that'd transform us. And I mean one that would cost double our budget like de Ligt. That or a Chiellini/Bonucci level experienced older CB.

Man city finished 28 pts in front of us
We finished 24 pts behind Liverpool in 87/88
We finished behind qpr and Nottingham forest
We were 6th
We had lost a league cup final to Luton with Nigel winterburn missing a penalty that would have put us 3-1 up with 10 mins to go
2 mins later they were level
Beating us in the last minute
Anfield 89 looked unlikely

Well, firstly it’s a must we get back into champions league. We need to be able to keep our top players like Laca, and make sure he won’t be tempted by an offer like Barca, which is more appealing if we fail to qualify for UCL. Also need that champions league cash for new players, assuming we actually spend a little.
