As Pep/Wenger/Mou have put it: you're only as good as the tools you have.

For England, that's the problem. The other problems are Germany, Spain, France, and Italy.

Most top managers prefer club management these days unless they're nearing retirement age. del Bosque did it all at club level and went to Spain at the perfect time. There are exceptions like Argentina and Brazil where top managers could do better and that again is the problem for various reasons. Few top managers want to manage countries these days. And, associations ridden with corruption don't want to hire/don't have the resources to hire top managers. It's all a mess...

..., which is why international football is becoming irrelevant these days.
