We are, however, bigger than Leicester and should be aiming higher. It's another thing we act like we're Spurs mk2 these days.

They finished above us when wenger was here
16/17 & 17/18
City finished above ManU when Sir Alex was there in 11/12.
Mate you are a mid table side, nobody that is “higher” than Rodgers will touch you, Rodgers himself rejected you...
We're mid-table because of our manager and owners who aren't ambitious. It's not like Arsenal are some mediocre club. The owners wish to project Arsenal as some poor weakling. That's another issue.
Rodgers also didn't reject us because he was never offered the job. The coaches we interviewed after Wenger were Enrique, Unai, and Arteta. Enrique flat out stated that we'd need heavy investment to improve. Unai promised to work on the project, the academy products, and didn't think we needed much investment as he was confident in his abilities to improve existing players.
After Unai was sacked, Arteta was the unanimous choice. Since then, replacing Arteta has never been an option for the Kroenkes.
I do understand your point of view. Managers higher than Rodgers would look for investment assurances from the Kroenkes. Rodgers is a much better manager than Arteta. Don't get me wrong. But you have to remember that you lot won the league before Rodgers. That's largely down to Ranieri, the owners, and the players at that time. Rodgers hasn't done anything to eclipse that. He's made Leicester a consistent threat in the top-4. That's admirable.
I do hope you finish in UCL places this season.
Just that, Arsenal no longer act like it's a big club these days. That doesn't mean if we had more ambitious owners, or a better manager, we wouldn't be in a better place.
