Technically it is possible. The SFL never implemented the now discredited Taylor Report so they could have done it anyway. But for England, I believe there is a little loophole in the law. Given lower league clubs use their terracing in cup matches, what's stopping a club like Arsenal doing that? I believe that it can be possible for it to be installed in a ground like Ashburton.
All the club would probably need to do is either get a separate safety certificate for the "standing mode" if it changes the capacity or do nothing if it doesn't. Of course the club would only be able to use it in FA and Football League Cup matches given the PL and CL ban terracing but I believe legally English clubs can do it for domestic cup matches. They just lack the drive and vision to do it.
