Is Klopp the best, most tactically astute manager in the PL?

From the current PL lot, who would you consider the best PL manager? Imo, it's easily Klopp, with his philosophy of gengen pressing and his beautiful transition between defence and attack. He also gets his team up for it, like he did last night against a much superior Exeter team, his team of rookies battled hard to get the equaliser. Unlike another team filled with top talents that crashed out to Wednesday in the Capital One Cup

Even with a team as crap as Liverpool, he sits on the edge of CL qualification, and can now bring in his own talents. He's won the Bundesliga, even though the only team that had a good team with okay players in it was Bayern. He almost won the CL with Dortmund as well. Surely one of the best achievements ever?

Currently, it's obvious his Liverpool team have a playing style and have improved. So is he the best? And if not the great Klopp, then who?

He played a youth team.

Pochettino managed to drag a piece of shit club who always failed to actually having a real chance of the title. Despite their league position they luck the most consistent on terms of performance as well.
