Van Gaal finished 4th in his first season after inheriting a dreadful squad from Moyes.

No reason why Mourinho shouldn't be able to do the same.

So the squad LVG inherited from Moyes was good but the squad Mourinho got from LVG was bad? Lol, ok.

It's widely acknowledged that Ferguson left United in a bad way when he retired, he left Moyes an aging squad with no midfield.

Moyes tried to ameliorate this by bringing in Fellaini, but yeah, let's play the revisionism game and pretend United's squad was in good shape.

LVG signed all of those players, he didn't inherit them.

Take them out and that's what he had to work with after taking over from Moyes.
