The team he inherited was nearly completely trash bar DDG. Let's make it easy name me five players you would have wanted as Arsenal starters from the 2016-17 United team. He also had to get rid of crocks like Schweinsteiger and Rooney. Not claiming he did an awesome job at United but comparing the United trash team he got with the team Pep inherited at City while still spending more as United to this day is a joke.
