A demanding, vocal and active fan base can help put pressure on the owners and manager. A doubt the pressure will put a spine in the owners back but it does have some effect.

We lost £47m in 2020, £107m in 2021, and that's before our £125m net spend this season, for which we likely won't even make CL.
Arteta has said he wants 5-6 players. If he goes to the board asking for £50m Ruben Neves and £67m Darwin Nunez, there's a chance he'll get slapped down and told to make it work with what he has.
