^ It's a mere rumor.
And this is expected. Wenger's is an omnipotent force at Arsenal. As long as he's here, these rumors and allegations, if they are, will surface. The board have no one to blame but themselves. Wenger, as great as he was, has overstayed his welcome (obviously). The board is more responsible for this. Why would you expect Wenger to resign/move when he has a secure job at Arsenal? It's not Wenger who sets season objects. He's, in principle, an employee. The board sets up season goals. The people in the board allowed the situation to reach boiling point.
I know hindsight is 20/20. Still, I have to say, the summer of 2011 was the perfect time to end our relationship with Wenger. He oversaw a catastrophic collapse in addition to the sales of two of our top players at the time. Since then, so much has changed in football. Atletico have won La Liga and reached the CL Final twice. Leicester have won the League and advanced to the QFs of the CL--something we've failed since 2009/2010. Juventus are on the brink of making it 2 CL Finals in 3 years. Monaco have gone from Ligue 2 to the SFs of the CL. Chelsea have won the League, collapsed the next season, sacked their manager, and are on the brink of winning the League again.
Arsenal, meanwhile, stand still. Just still, when the entire world passes you by.
