Champions League football should be restricted to actual league champions. Prior year winners should not automatically qualify, nor should Europa League winners. Bottom teams in the group stage should not automatically qualify for Europa R32 either.

55 UEFA members, 32 group stage spots. The bottom 24 coefficient leagues should participate in playoffs to determine which league champion gets the 32nd spot.
