So when window opens you have a few top quality (suarez level) strikers and give the board a week to sign one of them.

Then after the week is up you have a list of the next level of strikers (benteke/michu).

Then you get to the last day and if, despite your vast scouting network, you still can't find a striker better than bendtner, you sign Berbatov on a short term deal!!!

He doesn't have that kind of money and he probably won't have ever. Jovetic, Negredo, Navas, Fernandinho all in one summer and now Mangala and Fernando? Wenger can only sign couple of them in best case. Even he agreed the same transfer fee, he might not match wages with City.

Yep should've gone in for Negredo but that wasn't the point. They can catch our higher level in some positions very easily, meanwhile it's not so easy for us. We were strong in MC/AMC but Fernandinho was an expensive signing, a great one, boom there goes the difference. We have Walcott, he had a huge season last year, he's injured, we're down to Gnabry for some reason (I like the kid but come on) and they've Navas there goes another one. We have only three CBs, which is enough in terms of quality (top partnership) and quantity but they're going to have four good ones. Wenger should be a lot more active in transfer windows and he really should've sorted out striker position like 6-12 months ago but even if he did, it's possible for them to get back to us.
