So he'll by 21 by the end of 2021/22 but at the end of that season he'll have been registered for 3 seasons

Yes, contrary to what I understood and wrote about Saliba's eligibility a couple of months ago, that's how I'm understanding it as well.
I can't think of any other reason on as to why else we would've included Saliba in our 2019-20 25-man Premier League squad.
