It's not a problem anyway. He had permission to go with Dortmund there. He just chose not to.

Just in addition to this, it appears that Azerbaijan authorities will—just like with Dortmund's 2015 fixture against Gabala—grant Mkhitaryan a temporary visa which would allow him to enter the country.

Dortmund, however, did opt to leave Mkhitaryan at home as they felt they had reason to be concerned about their squad's safety, should HM have traveled.

The real issue is that UEFA—an organisation that claims to fight for equality—are more than happy to organise a European Cup final in a country that bans (and thus discriminates) based on nationality.
