In hindsight it isn't.

Tbf pretty sure bookies had Utd fighting with Liverpool for 2nd place at the start of the season. They finished last season with over 80 points and rivals didn't strengthen much (Except Liverpool). Arsenal and Chelsea had awful seasons and didn't invest much, Tottenham didn't buy anyone.
