I guess it's in place to protect any promoted/lesser team that use the tv money irresponsibly, get relegated with mercanieries then find themselves in a leeds situation.

The last thing we need as we are the best run club in a financial sense.

But we're clearly not .......

The 'Salary Cap' rule was put in place five years ago ... Utd, City, Chelsea, Dippers all read the rules and spent like crazy on salaries the season before the base line was created ... City even put through some bizzare bonuses as 'salaries' to increase their base figure ... Spurs gave about 20 players new long term contracts with upfront payments to bump up their number ...

What did we do? feck all ... we just let half the squad run down contracts and then only after the base line was put in place did we start spending money on crazy salaries ...

Premier League rules do allow for overspend, should clubs be able to show that it comes as a result of increased commercial or matchday revenue. So did we gamble on always having CL, always increasing matchday income? because without CL we won't see much of an increase in commercial or matchday cash .....

Far from being 'the best run club in a financial sense' we've make an enormous mistake, one that will keep hurting us every year for as long as this rule stays in play ....

City and Utd already have a 25m wages advantage and will see massive commercial revenue increases
Liverpool already have 60m from their new stand and large commercial revenue increases
Spuds will get 80m matchday income from their new ground and massive commercial revenue increases
Chelsea could have 80 million matchday income from their new stadium

So we could go from 3rd highest salary budget to 6th highest salary budget ... and under the rules, which we've know about for years, there is nothing at all we can do about it ....

I meant well run in the sense we would probably be the last club in the pl that would go bust as we are incredibly frugal and don't rely on some sugar daddy, in terms of maximising our potential to create the best team possible we probably rank at the bottom of the league,

Hopefully with wenger gone this will be rectified, if we qualify for the CL at some point, won't we be able to use all that 40m to increase our annual wage budget by 40m if needed?

I think Ramsey is gone because we won't offer him more than £150k a week.

Next summer, we will sell one of Ozil or Mkhi, most likely Mkhi, to balance the books.

We can use any money that can be called additional 'matchday revenue' or additional 'commercial income' ... so strip out the TV money and yes any extra money from CL (if we were in it) could go straight in the salary bin ...

We are 'victims of our own success' as our base line matchday income includes an FA Cup final run, and a CL round of 16 .... our matchday income is already the highest in London at 100m that's 60m more than Spurs .... however whilst we will struggle to grow ours or even keep it the same, they could see a 50m increase this year ... all of which could be put towards salaries thus cutting our current salary advantage over them to almost nothing .....
