Neither Xhaka or Ceballos are good enough. They should not be playing in the PL.
Ceballos has some excuse as Arteta inexplicably turned him into a defensive midfielder. That is like trying to turn Leno into a striker.

What evidence do you have that he 'plays well with Partey'?
