Elneny should stay, he's not on a huge contract like so many of the Wenger era holdovers. He's good backup for Xhaka and good enough to start for early stage EL, LC and FA Cup games.
Unrealistic to think Xhaka can start 50 games/year. He will pick up a knock sooner or later.

You're right about the financial situation of Turkish clubs. Not just them, in relation to the stature of their domestic leagues, the likes of Spain and Italy are struggling financially as well.
