I guess it has something to do with his contract actually expiring last season and us triggering the option to extend it for another year. There were reports last year that Monreal was thinking about returning to Spain. So maybe the club wants to grant him his wish of returning to Spain as he didn't make a scene like Koscielny.

Realistically we wouldn't have gotten more than 5 million for him anyway given his age and contract situation.

I don't like gifting freebies to other clubs, but I can live with it in this case.
