Arteta will have his say on transfers but he won't be the one authorizing them. That's Sanllehi and Edu's job. So, blame them if we decide to buy Lingard.
Do we have such a hard policy in place? I can't believe Raul and Edu would go ahead with a transfer if Arteta objected with any strength.
My guess is they are out there finding players, and would sign younger players without too much consultation with Arteta. But when it comes to first team signings I can't believe he wouldn't play a central role in the final decision.
The whole directorial level setup was to ensure one man didn't have all the powers and responsibilities.
I'd presume that Arteta does have a say on transfers. But he doesn't determine our budget. If he proposed that we need a midfielder or an attacker, I'd think Sanllehi and Edu would offer him a list of players from which he could sign one—in consultation with the other two.
I don't think Arteta can walk in and demand that we sign Kai Harvetz.
They'd discuss the budget they have and look for players within that budget. But Arteta's call could be vetoed any time by Raul and Edu. All Arteta could say is that he wants a player in a certain position. Logically speaking, Raul and Edu would give him names, and in consultation, the trio would go for one.
I doubt Arteta could veto Raul's offer in a way Raul could turn down Arteta's proposition.
