Arteta is a professional manager and knows if results aren't there he would be sacked. So , don't understand why he would be shooting himself on his foot by not bringing in players he needs to win games and remain competitive?
He buys multiple purpose players ( some of them defensive) because he thinks they would help him tackle the opposition in his own unique way. So far , it has been working, since he has brought the team from 8th to 5th to 2nd and 2nd and sitting 2nd mid season 2025.
His approach might not jive with your limited understanding of football, but he's delivering his goods as per requirements of his superiors.
He's answerable to the Ks and they have set a goal. If he satisfies those, his job's done. If he believes he can win trophies by bringing in players that suits his purpose, he'll do so.
I think, the mgmt 's initial goal is to consistently challenge for the PL( our bread and butter), so, they are going all out to focus on it. Next probably deep CL runs, which makes you financially solvent, and after that comes Cup competitions.
Nobody wants to lose Cup games, but they are always a major gamble, whereas the league ( like a marathon) can be planned better for success.
No point in crying a bucket mid season, for some wobbles. All of your wishes will be realized in May( either Arteta gets the boot or we win trophies,or lose by a whisker). Then the Doomers can file to the Emirates , chant ' Arteta Out' and have a proper slugfest with the Arteta Ins. Eventually, get solidly kicked by the Bobby, for disturbing peace, unnecessarily.
