Could be, hopefully we improve the offense as much as defence last summer.

Tielemans and Bissouma are both out of contract next summer.

Could get them both for 60m combined I reckon cause their clubs won't want to lose them on a free.

Bring them in, get rid of Xhaka and Elneny, and completely transform the midfield.

This summer is the big one, we've cleared out in January so no excuses for not doing the business before the season starts.

We sorted the keeper and first choice back four last summer. We've already signed Turner as back up keeper. Saliba will either come in as competition at centre back, also allowing White to cover right back or we need back ups for both RB and CB. Holding could also stay but should be pushed down the pecking order. We also have Tavares appearing out of sorts so the defensive cover needs sorting.

We have to sign another first choice central midfielder and keep Xhaka or sign two central midfielders. With Partey getting injuries and Xhaka getting suspensions we need at least three in that position. Sambi is nowhere near ready, not sure I'd even have him as emergency fourth choice ahead of Elneny who looks to be off in the summer - but would anyone better come in as fourth choice for two starting positions?

Up front is easier. Martinelli-Odegaard-Saka with ESR covering is the future. You don't mess with that. We either need to keep Pepe or sign one more player to rotate. Balogun could be the third back up behind those two after looking great out on loan.

Up front is where the big money is needed. We need a worldie to put the chances away. Someone who can hold the ball up but also someone who wants to get involved. You can see why we went all in for Vlahovic.

The other problem is that if Laca is off then we need two strikers. Maybe the back up could be someone who can also cover wide areas to make sure he gets game time. Who is going to want to sign knowing they aren't the main man though? Maybe we keep Lacazette as cover?

Without Champions League, we're looking maybe three new players at best, which isn't going to be anywhere near enough. We need at least six new players if we wish to challenge for top four next year.

I believe we have cleared the decks and reduced the wage bill in January (which has come back to bite us unfortunately) to have free funds and wages for a huge summer, I expect 6 - 10 players to come in, we will also offload the likes of laca, pepe, elneny, bellerin etc more than likely as well so our wage bill will be tiny at that point.
Firsty we need to bring saliba back, that's the easiest and cheapest option, he can play in a back 3, a back 4 and can cover right back. That leaves us with 4 centre backs (Gabriel, white, saliba, holding) with tomiyasu and Tierney who can cover if required. Right back we would have Cedric, tomiyasu, Ben white and saliba who can play there, left back we would have Tierney, Tavares, tomiyasu and cedric who can all play there.
Central midfield, if we keep xhaka then we need 2 more quality players coming in, if xhaka goes we need 3, xhaka and Partey with say bissouma/aouar and Ruben Neves/youri tielemans all vying for those 2 positions would be ideal, send lakonga out on loan to another EPL club for some experience. So that would be 2 signings, bissouma say 40 million, I believe tielemans could be had for around 25-30 because of his contract situation so for 65-70 million our midfield could be sorted.
Wingers, pepe will be off on loan or sold in the summer so we are left with just Saka, martinelli and smith Rowe, we need another left winger and another right winger imo to cover martinelli and Saka or even players who produce more than those 2. Raphinha wouldn't be a bad shout and shouldn't break the bank as I'm sure he would be open to a move, we've been linked with sterling, depay and Noa lang but whoever we are looking at we need 2 players, another 80 to 100 million potentially.
Number 10's, we have odegaard and smith Rowe but maybe we need more quality, not necessarily priority but it may be an area for improvement.
Strikers, lacazette should be off, same with Nketiah, we need 2 quality strikers, you could possibly get a Darwin Nunez and Schick for 100-110 million but I think that's highly unlikely, I think we will get someone like Nunez but then a lesser strike for say 20-25 million. So strikers you are looking at another 80 million or so.
To me with those additions you have a team that would be competing with everyone and more than capable of a top 4 push if not more and a Europa league challenge, it's a 240 million plus spend potentially but it is needed and I'm hoping the money we have saved on wages can allow us to do it, if we can get some cheaper signings in those positions who are unknowns like tomiyasu who turn out to be decent then you can reduce the spend (players like lang and gakpo are prime examples) but I believe we do needd to spend big money on at least 2-3 marquee signings.
If we don't have a massive summer the process is going to be another failure.

Arsenal have ‘finally stepped in’ for Galatasaray winger Kerem Aktürkoğlu & have ‘opened the pursue strings’, with negotiations between both clubs set to take place at the end of this season. Galatasaray value Aktürkoğlu at around €20m. [@stargazete]

Who is this guy and why do we need him?

If we sell Pepe for cheap will this be the biggest loss making full of players a manager has ever overseen, literally all of our players either go for nothing or next to nothing, sometimes we even have to pay wages for a while.

Pepe didn't perform for Emery either
He's not worth more than £20m.
Just a bad transfer.
