Luiz is useless at CB but his ball playing skills can be well utilised at DM. He provides a better option there than Xhak.

As for Willock, where else exactly would you want him? He’s not strong or smart enough yet to play a proper B2B role in midfield so he needs protection behind him to do his runs into the box and beyond the striker.

Here's a crazy idea! If they don't fit the roles their supposed to play, then perhaps just don't play them... I know, crazy!!

But Willock fits perfectly fine as a CAM in a counter attacking system

As others have said, set up to beat them on the counter with pace. Start with front three of

Pepe - Auba - Martinelli

Can't afford to be slow in transition so Xhaka cannot start. Elk suggested Luiz in midfield and I agree as he can provide similar long passes but is stronger and faster. Would like to hear in what aspect Xhaka outranks Luiz. Pair him with Torreira who is instructed to primarily sit (none of this foolish B2B play Emery had him on).

Start Ozil and play him through the middle as a 10. Those three running onto his passes should give City something to think about.
