FIFA prioritise political correctness and geographical diversity over competence and ability.
Thing is, over 80% of world's most experienced referees are European and as an organization FIFA can't afford to let a world cup be officiated by almost solely European officials, without causing a huge shitstorm in Asia, Africa Central, North and South America.
Having said that, while the officiating hasn't been perfect, with the help of VAR, but particularly GL-tech, the amount of errors and subsequent controversies have reduced drastically.
Your argument goes out the window when you consider that only referees from countries which did not qualify are chosen
Referees from most of the high profile leagues in Europe cant be selected
And I don't see why a Scottish referee for example would be any more qualified than an American. The Scottish league is toilet.
