Alternatively we could go with Monreal as LCB with Gabriel moving RCB and Koscielny playing in the middle as a modern sweeper, similar to Bonucci at Juventus and Luiz at Chelsea.

This is the kind of line-up I would expect against City, not West Brom. I also don't believe Ozil is tired, just poor. Sanchez is the player who could do with a rest.
I definitely agree with Gabriel playing as a RCB as I don't trust Bellerin and Holding. Would also drop Walcott maybe and play with Perez/Giroud as a striker with Alexis and Iwobi/Ozil playing behind him (3-4-2-1). Having Alexis as the only one capable of running with the ball or even create chances will limit us going forward.
