Walcott and Wilshere should always take precedence on the wing.

He can be more involved in attack when playing on wing. He is basically given license to attack like Alexis. Just look at his form in terms of goals and assists as winger compared to his cm games this season.
Last season was amazing, but maybe that convinced Wenger to play Ramsey further up. Normally we play with 1 winger and 1 midfielder on the wings. Cazorla was the main midfielder out wide for us in sometime, but Cazorla's form suffered from playing out wide. Goals dried, but he still managed to assist well.
Maybe now Ramsey will be that midfielder out wide for us this time He is certainly more attacking minded than Cazorla(not with passes). Ramsey has much better off ball movements than Cazorla, meaning he can receive the ball in dangerous areas more often. What I mean is that is that Ramsey makes striker like runs while Cazorla is more of the guy passing to Ramsey.
Ramsey is not my first choice at rw, but if he can operate as second striker on wing like Walcott does, then I am all for it. His attacking play would not cost us defensively and he will be playing with freedom to attack instead of rare late run from midfield. Win Win situation.
