Harris both encouraged the protests and personally campaigned for donations to bail out criminals who were arrested for rioting. Her campaign also donated directly.
Can we say she was directly responsible for all the damage and deaths from the riots and should be held personally accountable? Well, yes we can, IF we are using the same standard being applied to Trump.

I find it more than funny that you say she never brought up rioters in her message. Did Trump ask for protesters to riot and / or break into the Congressional building? No, he didn't, but it did not stop you and others parsing his words and accusing him of being directly responsible.
