Again, I don't see the problem, most of these roles require common sense, nothing else, just like in England, Secretaries/Ministers are given information by their departments in a format requested by them to enable them to make decisions. You don't need to have been a headmaster to be Secretary of Education, you don't need to have been a nuclear physicist to be Secretary of Energy, or whatever, you need the civil servants and consultant experts to give you the info.
