Qualification

There will be 16 teams, Poland and Ukraine by right as they are hosting, the remaining 14 places will be selected from the various group stages.

The nine group winners are through, along with the runner up with the best record against the top to bottom order in their group.

The remaining four places are from a knock-out competition based on the remaining eight 2nd placed teams.

Qualifiers start in September 2010 and run through until November 2011.
