Why is it that someone who is self employed can offset petrol, food and some clothes expenses as business costs against their tax bill, but someone who pays PAYE cant?

Im going to work, why cant I offset the cost of my travelcard, lunch etc against my income tax?

Why do people who drive convertables with the top down central lock their car as they walk off. Is it to prevent those notrious wheel chair car jackers?

modern ones have a system that when you close it, the electrical part of the car stops working.
