I think it was a game of chicken between Tokyo and the IOC. Tokyo didn't want to be the ones to postpone or cancel so that they wouldn't be on the hook for the massive cancellation fine iirc

They could've faced a fine for doing the sensible and responsible thing by postponing the games during a global pandemic?

Seems like that would be illegal, this is an unprecedented situation in the modern world.

There are legal issues no doubt and that's one of the reasons why it'll still be called Tokyo 2020 even though it'll be in 2021

SSN saying they are waiting to see what the Euros call themselves next year

Fake news. I remembered wrongly.

Broadcasters would receive refunds and Tokyo would lose out on Olympic revenue, but I couldn't find anything about a fee or fine. Think I skimmed an article too fast and got details mixed up or incorrect.
